Only then, you will have a chance. All this is for stream 1. Coming to stream 2 ur board percentage should be more than 98.6%. So there are chances that you might get seat in Sastra University.

As you have not attempted JEE Mains, you fall under the category 2 (30 percent seats). No, they don't only consider PCM marks, they consider the normalized aggregate of your board marks. Usually, to get CSE, you'll require marks above 980 in board exams but the situation keeps changing every year based on the difficulty levels of the exam and the number of students appearing for it. These data are mere guesses based on previous year trends.

With reference to your query, I would glad to tell you that admission criteria of sastra university is not based completely on  jee mains percentile.It is based on 12th percentage and jee main mark(sastra will calculate like this 12th percentage * 0.75+jee main mark * 0.25) . Overall marks are out of 165 ,based on which they will give you the seat . Due to variation in number of application every year,cut off also varies

For admission into sastra university  a merit list is prepared on the basis of intermediate and jee mains scores and accordingly you would get admission on the basis of your rank obtained.

70% weightage is given to the jee mains score and 30% weightage is given to 12th scores.

So, as per your score your intermediate score is great and your jee mains score is on a lower side however you have chances to get cse or ece branch as per the previous year trends.
