67% is quite low if you are looking for a college where merit based admissions are done. However, if you are looking for colleges with entrance exams, then there might be some chances to get into top colleges. You can also get admissions in good and average colleges as most top colleges consider academic background as well.

see cutoff score fluctuate every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, choice of stream, students category and so on. gate cutoff goes lower for private colleges and the main competition is for government colleges. however you did not mention the stream in which you want to take admission.
