But yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.

Note that the cut-offs are bound to change every year depending upon various factors.

Now as you are asking about change of branch for integrated courses so yes you can change but the condition is that you must fulfil the eligibility criteria for branch change as per the institution because there are different institutions and have different eligibility criterias.

According to the placement year of 2019 NIT patna is holding higher weigtage in civil engineering because more then 40 people  got placed from 48 people registered for the placements so we can go for the NIT (national institute technology ) because they are also providing best placements .

See, at present it is very difficult to predict whether you will get any NITs/GFTIs with this rank since the counselling as not yet started and the Round 1 results are not yet out.

Now, as per previous trends it seems not possible for you to get Into Any NITs since they offer a very higher cutoffs which usually hangs around  400-500(Max 900 for HS Students in SC Category). Check out the cutoffs of various NITs from this link below

congrats on your score first of all. Though as per this rank it could be very difficult for you to get a seat in nit Patna. Still as per the last year cutoffs you can get into the college as the cutoffs for the round 7 of josaa counselling was
835-1205 (for ews candidate with Bihar as the home state) last year. But the cutoffs are highly volatile and changes every year due to various reasons hence it's imperative for you to apply for many colleges in the councelling and can even predict the college you can get as per your rank beforehand

see cutoff score changes every year and it depends on certain factors like number of applicants, questions difficulty level, seat matrix, students category. however there is separate cutoff available as per home state quota and all india quota.

Architecture at NIT Patna closes at around 1200 rank for EWS category under Home state quota.So chances of getting admission with 5171 EWS rank are quite low.If it is your general rank, then you can definitely get Barch at NIT Patna.

The last year closing rank under home state quota for Electrical engineering in NIT Patna was 7378 in the seventh round of Counselling. This is much lower than your category rank which is beyond 10000. Therefore it is difficult for you to get Electrical engineering in NIT Patna. Nevertheless you can give it a try in special round counselling.
