From the sources i came know that the hostel of GOVERNMENT COLLEGE OF ENGINEERING AND LEATHER TECHNOLOGY is a privately owned building and the condition of the building is worst. So now comment to tge hostel fee the the fee is 9190 rupees per annum. I would rather suggest you to go for PG nearby the campus.

As your query is you want to take admission in college and you need medical fitness certificate, I would like to tell you that there is no specific parameters or format for medical certificate, all you have to do is to visit to doctor and tell them that you need to take admission and for that purpose a medical certificate is required and they will only do your examination that whether you had any disease earlier or you have something in current and your medical history and nothing else and whether you are physically fit or not, this is all what it is in the format and all the doctors know it very well. So you can approach a doctor and they will let you know there is no format you can ask for. And if there would be any specification required you can contact with your college in which you want to take admission and they might tell you that is there any other specification but yes all is that you visited doctor and their help you.

All institutions you mentioned dont have much difference between them, i can suggest you a few points on the besis of which you can select your college: 

• The fees should be affordable 
• The city should not be such that you cannot adjust to the lifestyle
• The branch you prefer is strong in that college
• The facilities provided by the institute is according to your needs

at this rank, best colleges you can get are techno india institute, bengal institute of technology, academy of technology e.t.c. there are less chances at goverment institute of engineering and leather technology.
