Though, having work experience would definitely help in your interview, and further ahead in your career, but it is definitely not compulsory.

I would suggest your brother to go for IIM( Indian Institute of Management ) Trichy(Tiruchirappalli ) as it is definitely a better IIM than IIM Kashipur as according to NIRF rankings IIM Trichy is at 17 where as IIM Kashipur is at 33 so you can see the huge difference , also IIM Kashipur is a very new IIM in comparison to Trichy .
Your brother should choose a better college than the one which is closer to home .The placement scenario of Trichy is much better than Kashipur .

The Indian Institute of Management, Kashipur is one of the most recent IIMs, established to continue the legacy of the esteemed management institutions. Established in 2011 by the Ministry of HRD, Government of India, the institute offers four programs, of which three are management courses in the postgraduate level while one is a PhD program.
IIM Kashipur, which was established under the mentorship of IIM Lucknow, has slowly but surely established its footing in the Indian business school industry.
The IIM Kashipur admission criteria 2022-24 includes qualifying CAT cut off percentile :
IIM Kashipur admission is planned in a two-phase manner. The first phase includes shortlisting of candidates who meet the minimum CAT cut off criteria. In phase two, the shortlisted candidates will have to participate in the Personal Interview (PI) round. The PI round is expected to be conducted in February-March. The PI date and venue will be shared with the shortlisted students in email.

Kashipur IIM is government institute of management. Due to research the general category candidate cutoff there for admission almost 94 to 95 percentile. If your score is in between this then you will get admission there. But you said you are in waiting list then wait m because some times seats are available then may be you will get chance to admission there. This college is top 6th college in IIMs. So you can check daily for this college if seat is available. And this college placement is very good actually. Higher package of salary here 40 lakh per annum and lowest package of salary 10 lakh per annum. I'll provide you a link below you can check it for more details about the college

IIM Kashipur offers mba in analytics which is a two-year full-time residential programme, the eligibility criteria of the program is candidate must have a full-time Bachelor's degree in any discipline or an equivalent academic pursuit (i.e. 10+2+3), with a minimum of 50% marks or equivalent CGPA (47% for NC-OBC, 45% marks for SC/ST/DAP), along with this candidates must have valid cat or gmat score. however in official website seat intake is not mentioned. however you may make a query to the below address for seats intake knowledge :

You are eligible for all the IIMs as long as you clear the examination. The examination called CAT is what you'll have to appear for if you want to get into the IIMs. The admission would be divided into two parts, firstly you'll appear for the examination and if you get a good percentile you'll be called for the interview for the particular IIMs. Along with the interview there will be a group discussion as well. If you clear all of this then you'll get into an IIM.

Getting shortlisted depends on your CAT percentile, WAT and personal interview. If you have a good record of academics then that would be a plus point. All these factors will help you in the IIMs' selection.
Looking at your factors, honestly, the chances exist but less. There are many candidates that don't opt for admissions or chose some other institutions, in that case your chances will increase automatically.

The college has all the facilities and it's very PwD friendly which I think makes it a great college. The infrastructure is also very good. The only problem is it's situated far away from the city so you don't have that easy access to the market.
good infrastructure , good mess, good hostel, student run campus, food is of good quality in kashipur as it is run by students only. Compared to other IIMs kashipur campus is beautiful among other IIMs.
