It mostly depends on which branch you are getting in both the colleges. If you are getting computer science in igdtuw, then you should go for it anyday. Its in delhi, so the tech placements are pretty nice as it is in delhi and then location factors comes into the picture. But if you want a tag of an iitian and you think you can do well and will do hardwork even being in a lower branch in iit jammu then you can go for it. However do the location of iit jammu, most students dont prefer to go there. Dont think much, wherever you will go, you will do great!!

IITs are well known for their excellent academics, well equipped laboratories and highly qualified faculty. It also offers diverse opportunities for job placements.
Here you asked about IIT Jammu in Electrical Engineering and IIT KGP Ocean Engineering and Naval Architecture. Both are different streams, so the choice should be based on your interest towards particular stream. One advantage about the dual degree is you will have the opportunities open from both the branches.

Considering the Placement Aspect, with a Rank of 11800, assuming youre from General Category, ypur best option would be BTech Metallurgical at IIT Bhubaneshwar or Dual Degree Metallugical/Material Science at IIT BHU if you get at your Rank. Youll probably have better oppotunities at IIT BHU or Bhubaneshwar or even if its Mining or Environmental at IIT ISM. You even have a strong chances of changing your Branch to a better stream post First Year. Incase youre targetting PSU Jobs or Government Engineering Jobs, only in that case IIT Jammu Mechanical might be a good Option, though youll loose out on Campus Opportunities as well as a strong and diverse experience.

I would suggest Mtech at Bits Hyderabad would be a great choice as IIT Jammu is still in developing stage.
At BITS you will find an exposure to all the current technologies and the environment there is exquisite. It will not only help you academically but also professionally.
The placements are simply too good there and BITS is considered to be one of the best engineering colleges in India.

I would suggest you to pursue MTech from DTU CSE. DTU is one of the best Technical Institutions for CSE in Delhi NCR after IITD. The CSE Department has strong faculty, infrastructure as well as good Placements for MTech. Being located near Technology and IT Hubs of Delhi NCR provide huge scope and impetus to training and placements.
IIT Jammu is still in its nascent years and DTU CSE has a much stronger Academic, Professional and Employer Outlook.

Let me make you clear that there are only two attempts of JEE-advance for two consecutive years after passing class-12th. For e.g., if you have passed your class 12th in 2019-20 then you can appear only for JEE-Advance of 2019-20 and 2020-21, provided that you qualify JEE-Main each time to sit for JEE-Advance.
So attempts of JEE-Advance are not decided on the basis of JOSAA counselling, whether you get seat through JOSAA Counselling or not you will be eligible for JEE-Main and JEE-Advance for next year if you are eligible according to the above example.

CSE at Jammu, I would say not at all. It has quite poor quality of peer group, almost nil alumni and no permanent campus.
Regarding, IIT Bhilai, has recieved lot of socila recognition, it's also growing quite quickly. Hence, better peer group you'll get
I would recommend to prefer IIT Bhila over IIT Jammu

IIT Jammu is well furnished and well maintained and has a beautiful temple like infrastructure. They provide you with hygienic canteen food and water in the campus and hostel facility is also provided for both the boys and girls. The environment is very peaceful.
Our college has very good infrastructure especially for girls . The campus has guards and security due to which girls can roam easily in the night . As per the classrooms and labs , everthing is top notch and up to date . As it is a new IIT a lot of things like swimming pool etc are missing but still it is a nice college .
IIT Jammu is one of the best colleges of india . Equiped with AC classrooms and single occupancy hostels from 3rd year . The college also has a very good teaching staff . Moreover the food of mess also tastes good .
