As per your question, You will be getting IIIT Kanchipuram and NIT Puducherry, after completing the JEE Mains exam and scoring good percentile in it. To get these universities and that too in CSE branch, you need to score a percentile between 96 to 99.

On the basis of your JEE Rank you will get admission into a college. Rank of a student is depends on various factors like the difficulty level of exam , number of student appeared for the exam etc. T get admission into NITs you need to participate in JoSAA counselling .If we talk about NIT Puducheery to get admission into this NIT the last year closing rank for CSE branch rank is 2914 for Oustside state student in 6th round of JoSAA Counselling . And the highest closing rank irrespective of any branch is 8714 for civil engineering.

Considering you as a general category student and you can avail the home state then you would surely get the computer science branch there but if you are not from home state quota you won't be able to get cse in nit puducherry as the seats are less and it closes by 6k rank .
In the home state quota the cse cut off goes till 32-33k so you can easily get this if you belong to the home state. However cut offs depends on certain factors such as number of candidates appearing in the examination, previous year cutoffs, and difficulty level of the paper.

Considering your general category and your rank in jee mains let me tell you that it is very difficult to get into a good NIT but there are chances to get into lower branches like Production, Textile , Chemical Engineering in colleges like
NIT Jalandhar, NIT Mizoram , NIT Meghalaya, NIT Srinagar, NIT Agartala.
Dear aspirant hope you are doing well. It's difficult to predict because cut keep changing every year depends on various factors like no of seat available , difficulty level of exam and no. of student appear in exam.
As you secured crl rank is 221949 and obc ncl rank is 70489 in jee mains. Your percentile lies in between 70.26839007-84.22540213 . With this score it's difficult to get any nits..

In order to get a seat in NITs, you need to score at least 9k - 10k SC rank, or 85 percentile as per past year trends.
Thus, with 79.7 percentile, chances are low for NITs but you can try for north eastern NITs in lower branches.

Hope you are doing great ! See,both are good ,it's not good to compare two good things ,both of them are best however If you want to choose just one then it is my personal opinion that pec pondicherry is more better due to following reasons -.
The average is quite good and all the facilities are really awesome as I got to know from my friend and the infrastructure is too good ,also The college provides 1-year complete training in Aptitude, Technical and Coding to all the students of this college. In the university 97% of faculty are PhD holders, this includes 83 professors and 34 assistant professors. The university is emerging technologies that grow rapidly in all directions of Engineering to get a disclosure of newer research outcomes.
Overall i don't find any fault in this ,you must go with it .

Let me be very clear regarding branch changing. So , first of all If you belong to general category candidate so the branch change is very difficult so you need to maintain your cgpa atleast 9+. And mind this branch change is only possible when seats are vacant.
In addition if you are from category like obc /sc/st you have better chances.
This college has good infrastructure and all necessary things. Among other new nits, this nit has a permanent campus and developing at a very faster rate. But one disadvantage is there is no single tree in whole campus.
Since it is a new nit, things are still being built here but at a faster rate..And basic things like classroom,library,laboratory,food, wifi are present..And A.C.'s are there for first year's new boys hostel..
As a new NIT that got started on 2009 and just moved to permanent campus 3 years ago the college infrastructure development is next level. Labs, classrooms and hostels are there - most new NITs don't have permanent campus. Sports facilities are improving starting from volleyball, basketball and badminton.
