In NIT, Delhi the fee structure is as follows

The fee details in NIT, Patna is not updated.For the academic year 2018-19 the fee for one semester was Rs. 98,700.For candidates belonging to SC category the tuition fee is wavied.The tuition fee was 62,500 so the amount need to pay is 36,200.But as said earlier this was for academic year 2018-19.For the academic year 2020-21 it may change.To check the detailed fee please check this pdf

For Admission in UG, your JEE mains performance is seen. Final selection to the program is based on the allocation of seats through Joint Seat Allocation Authority joSSA counseling.
For Admission in PG, Candidate will have to clear GATE Entrance Examination.
As you have not specified for which branch you want know the eligibility criteria, i will give you the eligibility criteria for:-
B. Tech - you should pass your final examination of 10+12 in science with atleast 60% for ST category.
M. Tech - you must be Passed in B.Tech for any stream from recognized university with 65% marks and must be qualified GATE.
Phd - you should have Master’s degree in Engineering/Technology or a Master’s degree by Research (M.S. By Research) in Engineering/Technology disciplines with a minimum of 55% aggregate marks or equivalent CGPA of 6.0 for SC/ST candidates.
You still have some time in JEE-Main April session. Work hard and prepare well and you'll surely get a decent college.

You can predict your expected rank by this formula:-
(100 - your total score) X 869010 /100. If the number of candidates for April exam increased to 1200000 then your final rank shall be (100 - your total score) X 1200000/100
In your case the expected rank comes out to be around 20,856. At that rank, you can get some preferred branches at some State or Centrally funded institutions and also good private institutions. But getting the best branches at top NITs would be difficult at this score unless you belong to reserved categories.As far as your query regarding NIT Delhi goes, according to previous year's cutoffs, only Electrical and Electronics Engineering would be available to you and that too if you belong to Delhi or Chandigarh (UT). I would say that the facilities provided in our college was very good. Though campus was in small area still the infrastructure was very nice , classrooms were very good fully furnished , clean and also same for library and laboratories. Sports and medical facilities were also provided for all students.
College has tall buildings. Every laboratory has necessary equipment. College has a facility of clean water. Every class room has projector, smart boards and good furniture. College has a large playground. Most of the campus area is covered with fertile land which used for research. College is well maintained. Hostels are also clean and well maintained. Overall infrastructure and facilities are good.
Our university has all the necessary infrastructure, facilities and equipments. The classrooms are so spacious. Every hostel has its seperate mess. Library is so beautiful. Lastly I want to say our whole campus is so beautiful and well furnished.
