First of all, congratulations on your rank. It is a pretty decent category rank. Now, cutoffs change every year based on a few factors which are as follows -
• Number of applicants
• Number of candidates appeared in the exam
• Difficulty of JEE Advanced 2022
• Total number of seats available at NIT Raipur
• Previous year cutoff trends
• Category of students
If we go by NIT Raipur 2021 cutoff then, closing rank for Computer Science and engineering for ST category (other state quota) was 2586. And your rank is 2428, so you have a fair chance of getting CSE if cutoffs follow last year's trend.
Now for Electronics and Communication, closing rank was 1318, so unless cutoffs are eased a bit this year, your chance of getting ECE are slightly less.

. both colleges are equally good in terms of academics. The faculty is well-qualified and cooperative in both NIT raipur and IIEST Shibpur with a slight difference.
As per the NIT Raipur placements BTech course in Computer Science & Engineering is best because of the maximum number of offers. so if you are interested in cs then go for nit raipur
if you are interested in research then IIEST Shibpur is best for you. But lastly, your efforts to develop skills in yourself matter immensely, as you are the only person who needs to do hard work. If you do not then even the best college in the country would not help. .
IIEST was always among the top Institutes proving excellent education in engineering
IIEST Shibpur receives similar funding as compared to IIT's which is 40% more than NIT raipur. The campus of Shibpur is much cleaner and greener and the crowd is also better. The hostels of Shibpur are much better than rai pur. Placements are more or less similar in both colleges.
so I'll suggest you to go in iiest shibpur for mechanical engineering. .

It's difficult to predict a branch as it depends on how many students want to go to a particular college and branch.
Factors determining NIT Raipur JEE Main Cutoff are:
1. Difficulty level of Exam.
2. the Total number of candidates applying.
3. the Total number of seats available.
Keeping previous year trends in mind branches you can apply to are and the fact that Chattisgarh is a home state to you: Biotechnology, Civil engineering, Chemical engineering, Electrical engineering, Mechanical Engineering, Metallurgical, and Materials Engineering, Mining Engineering, Biomedical Engineering.

Considering that you have mentioned your OBC rank because OBC rank is to be considered for allotment, if it is CRL rank then kindly correct me in the comment section below.
As we go through the latest cut-offs of JEE-Main 2021 of JOSAA 6th round then it shows that the closing OBC rank for National Institute of Technology Raipur in 2021 was around 31k so with the mentioned OBC rank you have very less or almost no chances to get National Institute of Technology Raipur. Also you have very less chances in CSAB.

See, National Institute of Technology, Raipur or NIT Raipur is an institute of national importance, and the B.Tech programme which is offered here is completely a residential programme and all the students are supposed to live in hostels. So, all the students taking admission in NIT Raipur are allocated hostels without any discrimination.
So, you'll definitely get a hostel at NIT Raipur. Hope I have answered your question. All the best!
If you are comparing these both colleges, then I assume that you want to go for the CSE field, and for that I would definitely advise you to go with NIT Raipur over IIITNR. See, the legacy of NIT Raipur is unmatched and all the major companies from Microsoft to Google come here for placements, so you'll have more opportunities here.
Even the fees of NITR is less than IIITNR and the average placements are as follows:
NITR: 9.7 LPA
IIITNR: 8.6 LPA

The infrastructure of NIT Raipur College is decent; being situated in the city, the campus area is not extensive. The classrooms and labs are well-equipped with Wi-Fi, and other amenities are appropriately arranged. There are 7 boys' hostels and 2 girls' hostels. The mess and canteen facilities are effectively utilized. Sports and game facilities are exceptional.
The infrastructure as compared to other NITs is pretty low. There is only one main building and one building for architecture. There are boy hostels only for B.Tech. and limited seats in girls hostel for Masters. The main building has access to everything, including library, labs, etc.
There is a huge campus. There are many fields like Athletics ground, football ground, swimming pool of 10 feets. The college has all the necessary facilities. There was canteen also and which was very hygienic.
