The university conducts counselling for the students on the basis of jee main scores and seats are allotted to them on merit basis. Both are the good colleges but in term of faculty, Placement & industry exposure the best option is Thapar University for Civil Engineering. The companies visit to Thapar university like Juniper Networks (I)Pvt. Ltd., Infogain India, Adobe Systems India Pvt. Ltd., GS Engineering & Const. India Pvt. Ltd. and the average package is approximately 4 to 5 lakh per annum.
The companies visit to LPU like Accenture, Tech Mahindra, Yahoo, BOSCH. The average package is approximately 4 to 4.5 Lakh per annum.

No, you can not get direct admission in Thapar University. Admission in B. Tech is purely based on the score you get in JEE entrance exam.
Candidates must appear in for JEE exam to get admission in THAPAR UNIVERSITY.
For MBA candidates must appear for CAT/ CMAT/ GMAT
Since the cutoff of most streams related to CE in thapar is above 98percentile so on that basis I don't think you will be able to get computer engineering in thapar bit yes if you have a good score in your 12th board then you might stand a chance as above 96.6 percent you get CE here according to the latest trends sometimes there is a possibility of getting CE at a lower percentile as well in the spot round but that is not a conformed thing also you may predict other colleges you may get b using this link

On the basis of following information you may take the decision:
At 99199 rank it is tough to get a cse seat at thapar and that is even tougher if you are an outside panjab candidate but you should still apply for the counseling, also if you have good marks in your 12 boards then those marks can help in admission also if compromise a bit on your branch and take another branch except cse then you have an option of branch change as well on the basis of your first year cpi.
For refund policy related queries it is best to contact the college directly through email or contact number as they are the best source of information. In my opinion there is a fixed period that TIET allows for withdrawal of admission that is if you withdraw your admission in the stipulated time full refund will be credited and after that subsequent deductions will be made.
It depends you obviously know that you are not getting good colleges and hence you are going for private college btech. If you do btech from a college in your city then you will be near your home that in itself is an advantage moreover since you are not getting a good college so you do not have an advantage in either lpu or a college in your city, lastly talking about scholarship that you are getting then it does not make any sense as even after scholarship your lpu fee would most probably exceed the fee of a college (private) in your city hence it is better to stay near your home and work on your skills.
Many facilities provide by college lab is very good and working well, classroom is very good and library is also provided by college and you can take any book in your course. Many facilities provided in our hostel food is average and canteen is also available in our hostel medical facilities is also available in our hostel.
The coursework is decent, they try to make them familiar with each technology one by one. Classrooms are good, and the campus is big. Hostels are also good but overpriced. The food in the mess is not very good and is also overpriced.
Infrastructure of the college is just okay. Buildings look very old and don’t justify the fees charged. The Labs for our branch are the worst. Wi-Fi connectivity is good overall. The college library is decent. The classrooms are very nice up to 2nd year but after that we will get a normal school type classroom.
