In my opinion you should go for ECE at NIT Agartala.
Following are some facts about both colleges :-
Delhi Technical University :
NIRF Rank: 36 (2021)
Highest CTC - INR 13 LPA
Average CTC - INR 7.2 LPA
NIT Agartala
NIRF Ranking: 92 (2021)
Average CTC - INR 5 LPA
Highest CTC - INR 36 LPA
You are getting more scopes in Electronics and Communication in compare to Bio Technology. I would suggest you to go for NIT Agartala. NIT has better Placement record. Also it's ranking is way higher in placement than DTU. If you are interested in research then, DTU also has High Scope index & Rank than NIT Agartala. But NIT has better reputation in Higher academics than DTU. Since NIT Agartala has low NIRF ranking this doesn't mean that NIT Agartala is bad, But I can assure you NIT Agartala is way better than DTU in placements.
Both the colleges are good in terms of faculty, infrastructure, etc but in compare of placements NIT is much higher than DTU. But, it depends on your area of interest. Biotechnology is technology that utilizes biological systems , living organisms or parts of this to develop or create different products whereas Chemical engineering is a certain type of engineering which deals with the study of operation and design of chemical plants as well as methods of improving production. In terms of placements, ECE is better than Biotechnology. Only 3-4 companies visit DTU for biotechnology placements. The average package is very low for Biotechnology in DTU. In NIT Agartala, for ECE ,the average salary package offered is 5LPA. Many companies visit here .So choose wisely .

Hi, NSUT is affiliated with Delhi university and is a newly found organization and is a Government college. DTU has less number of intake. Courses offered in NSUT are more in comparison. Coming to placements. NSUT has more students placed than DTU for your branch. However, the companies that come are pretty similar. I would recommend go for CSE clearly, and to the extent IGDTUW as a college is thought of. IT IS AN AMAZING UNIVERSITY!!! I was wary too prior to coming in IGDTUW yet genuinely THE ENVIRONMENT IS AMAZING EVERYONE IS SO HELPFUL! Every one of the SENIORS ARE LOVELY! IT IS A BEAUTIFUL FAMILY!
To the extent open positions are thought of. kindly go for CSE as, more often than not, ECE understudies go for programming occupations, in case you are an ECE understudy it will be truly challenging for you to deal with your center subject (Electrical) just as do coding at such level where you can rival CSE understudies.
To the extent the situations are thought of. IGDTUW has astonishing arrangements, we've had situations at organizations like microsoft, morgan stanley, google, Adobe, Wattpad thus some more.
If You are getting atleast IT or ECE in DTU then it's fine
Because you like coding & ECE have 60% syllabus of CSE means you will get to code.
But in other branches like mechanical or others etc there will be no coding
So choose wisely.
In other hand if You get CSE then that's best
But Yeah DTU is a big brand.

All the three colleges are some of the most prestigious engineering colleges in India, so it would be improper to say that one is better than the rest. Your choice of college depends entirely on your goal in life. Here i have give some details about these colleges for your help -
1.) Placements:
If a good placement is what your’re looking for, then choose either NSIT or DTU. DTU/NSIT, being very old colleges, have alumni in almost every industry, thus their brand names attract all sorts of companies to their campus. The jobs that are offered straight after UG are very ground level and do not require much expertise. So if you choose to go to IIIT D, solely for placement purposes, you would be left disappointed because you would need to work much harder than the students at NSIT/DTU for the same job because IIIT D has a very elaborate curriculum, consisting of a lot of subjects that play no role during placements. So getting into DTU/NSUT is a good way to ensure easy placement.
2.) Research:
if a good research environment is what you’re looking for, then IIIT D is the ideal choice for you. IIIT D has an amazing faculty, consisting of many professors that have graduated from prestigious universities abroad. The curriculum of IIIT D is purely research oriented, which is very beneficial for students who are gunning an MS after their BTech. However, if you join IIIT D, you need to make sure that you work hard throughout the course of these four years because IIIT D has a very indepth curriculum and extra hardwork is neccessary to understand the concepts from the ground up, otherwise you would be left fumbling with the basics. Even DTU and NSUT are not bad for those who wish to pursue higher studies, but they are just not as good as IIIT D because the faculty and curriculum available in these colleges are not at par with those at IIIT D.
3.) MBA/UPSC/other goals after BTech:
If you wish to pursue MBA/UPSC etc after BTech, do not even think twice before joining DTU/NSIT. The elaborate curriculum of IIIT D would not give you the time to prepare for CAT/GMAT and develop your CV. DTU/NSUT offer great personality development and make a person ready for the corporate world.
4.) College Life:
If a good college life is what you want, then DTU/NSIT is the way to go. IIIT D takes a backseat in terms of college life, with students spending a majority of their time studying. However, if you are a computer science geek who likes to code the whole day, then IIIT D is heaven for you.
Just remember one thing, if you choose any of the above colleges, you get the same platform. All the three colleges are excellent, but choosing one in accordance with your goals would make your life a bit easier.
Think carefully. Look into the pros and cons of each of these colleges. Consider all the factors and then make a decision.
All the three colleges are really good and after joining any one of them, make sure you celebrate your achievement with your friends.
In my opinion you should go for NSUT.

As per your rank let me tell you that there is no chance for you to get seat in DTU considering you as a general category . For other states you need to score atleast 98.5+ percentile in JEE mains to get a seat over here.

It is very difficult to say how much percentage chances you have to get admission in DTU because councelling depends on available seats, Demand of that seat etc. However if we go by previous year cutoff, you could have Chances to get admission in DTU. You can get branches like Civil, Bio Technology, Production & Industrial Engineering, Environmental Engineering, etc.

All this rank is CRL rank in JEE Mains. Since, you haven't mentioned your AIR, I have to predict that based on your OBC Rank. With 9700 OBC-NCL rank, your CRL rank would be around 30000+. With that CRL you could get following branches in DTU :

As you are of outside delhi so Different colleges participating in JAC have different rules regarding Fee Concession. I have tried to list some of them below:

Let me tell you that as per this rank there is no chance for you to secure a seat in DTU or iiit delhi even if I consider you as ews category and you are from Delhi itself. The cut off doesn't go that much low in case DTU and nsut.
For that you need to score a minimum of 99 percentile to get nsut from other state . And for dtu you need atleast 98.5 percentile.
