Yes, you have a fair chance of getting the new IIT's. However, I would suggest getting a score of 55+. You should aim for a high score in GATE, as it increases the chances of getting good marks and helps prepare w ell for the exam.
Usually, for civil engineering, or to pursue Mtech in any civil engineering branch a rank below 2000 is good to get into IIT's but if you are targeting top IITs"s then anything below 500 will help you.

Geotechnical Engineering is a branch of Civil Engineering where, the discipline focuses on the use of scientific methods and engineering principles to interpret the characteristics of the ground to determine suitability for building and construction.
The practical aspect of this discipline is called Foundation Engineering, and the term Geotechnics describes both the theoretical and practical aspect of the subject.

At this time IIT Bhubaneswar has the best CSE department compare to IIT Ropar due to the following reasons-
1- IIT Bhubaneswar is older than IIT Ropar so that it have the best Alumni network.
2- NIRF ranking of IIT Bhubaneswar is 22 while the IIT Ropar have the 25 NIRF ranking.
3- According to the data of 2019, among 100% students are placed from CSE department in IIT Bhubaneswar while IIT Ropar have placed 91.89% students of their CSE department.
4- There is a very strong Coding culture in IIT Bhubaneswar compare than IIT Ropar.
5- There is Huge number of tech fest are happens in IIIT Bhubaneswar compare than IIT Ropar.
6- Location also matters here as IIT Bhubaneswar is situated in the capital city of Orrisa and Bhubaneswar is the fastest growing city.
If you are getting seat in both of the college then i will prefer you to go with the IIT Bhubaneswar, now it is totally up to you.

As we go through the latest cut-off of 2020 then it shows that the closing rank for Open category was 12088 for Metallurgical and Materials Engineering branch in IIT Bhubaneshwar. And it is quite difficult to tell you about exact marks to score because for JEE-Advance no maximum marks are fixed but yes with regards to JEE-Advance 2021 if you secure your AIR in JEE-Advance under top 1200 then there are good chances for you to get IIT Bhubaneshwar.

The first rule to crack UPSC is to stay motivated.Know your course well and try to prepare the foundations well.Allot time for self study and also dont breakdown in misdt.However UPSC is one of the toughest exam to crack.So it would be better if you get used to the previous year's paper and go through them throughly.

Congratulations for cracking the JEE main examination.
You wants to compare two departments of two colleges called Electrical engineering in IIT,Indore and ECE in IIT, Bhubaneswar.
According to me, IIT, Bhubaneswar's Electronics and communication engineering will be better choice because Electronics and communication engineering is a growing and emarging engineering Branch. So the placement opportunities are increasing day by day. But Electrical engineering Branch is facing placement problem now.
Both colleges are same according to infrastructure, faculties, hostel facilities, fees, library, tech club, anti ragging cell etc.
But IIT, Bhubaneswar would be better choice because it is an old IIT, compared to IIT, Indore.
Research opportunities and placement record is better in IIT, Bhubaneswar.

Though you did good in the written exam, but at a place like IIT-BBSR, a interview if you have had done well would have opened the gates to let you have your admission. Since your interview went totally wrong and was at a state of no-no balance, it will certainly lead you to get rejected. A bad interview will ultimately take you towards the rejection. Had you had prepared well, this day you would not have seen. If the admission committee is wavering on an applicant, a bad interview will get you rejected. So getting into IIT-BBSR is an absolute No if your interview went wrong totally.

IIT Bhubaneswar has a great infrastructure. It has very new buildings and infrastructure. It has all the facilities like wificonnection spread across the entire campus. High clas sports facilities and swimming areas. The hostels are good.
The college infrastructure is very good. The college has all the facilities like air conditioning, wifi, smartboard and sound facilities in the classrooms. Laboratories have the best instruments and are available for use to students.
the college infrastructure is good and green. campus having all the facilities that students need. having different buildings having great structures and different canteen available for basics needs which is needed.
