The machines, etc are old in the old departments such as mechanical, etc. However, departments like CSE and Mathematics have brand new buildings, computers, etc.  In mechanical and civil engineering branches, core placements chances are very low, but there are high chances for non-core placements. However, CS and electrical students have good placements, and metallurgy and material science students also have good chances to get placed better. To be honest, 80 is an amazing score but it does not guarantee your seat into IITs. For getting into an IIT, you need to score good in JEE mains and advance. Admissions into IITs is only based on that. All the best !

Undoubtedly IIT Guwahati is a better among the three IITs because it is considered to be among the top 7-8 IITs. So, the cut off for cse branch IIT Guwahati is also under 600-700 so you need to score really good to get the cse branch over there.

The infrastructure and view of IIT Guwahati is just amazing you will enjoy the campus life. I can be rest assured of that.

But the other IITs are not so good with computer science branch and are not considered to be among the top ones. IIT Patna is comparatively a newer IIT.

In my opinion you should go for IIT Dhanbad.

IIT Dhanbad has better infrastructure, better placement and faculty. IIT Patna is new . It will take many years to be at par with IIT dhanbad.

Undoubtedly IITP CSE is preferable over later one. It's growing with better pace than any of newer IITs.

The average placement statistics of CS Batch of '22 (current batch) is currently around 36 Lakh and is expected to drop to 30 by the end of this placement season. Last year it was around 24 lakh. Between these, surely IIT Patna CSE is far better.

All admissions to BTech program in IIT Patna is done on basis of rank secured in JEE advanced through JoSSA and CSAB counselling. So there is no separate admission process released by the the institution for the first year students. The JoSSA counselling is currently going on with the students being allotted seat it based upon their performance and the preferences filled by them. The CSAB counselling have started in order to provide admissions into the vacant seats participating institutes (IIITs, NITs, and GFTIs) on the basis of JEE Main and advanced scores.

The preference order you should consider is:

1. IIT Patna
2. IIT Bhubaneshwar

Both colleges don't have much difference so I would suggest that choose a branch of your preference.

I would also like to add here that an engineering course should be very much taken with an interest in the field so I would suggest you to consider that factor and if you are not aware of the branches mentioned look them up on the internet more reliable will be to go through the syllabus on the respective colleges' website. An interest in the field is the key factor in deciding how your 4 years of college will be and what opportunities you will land for yourself.
