Hello there,
With a rank of 28000 you can get into the mid tier NIT amd IIIT. It would be difficult to get CSE since the cutoff for CSE is within 10000. You can get other branches such as E&C, Civil Engineering, Electrical engineering and E&E and others. You can get admission in the following NIT colleges :

As per your question from NITs NIT Jamshedpur is best option rather than BIT Mesra.
As far as BIT is concerned the branches such as CSE or ECE is the best.
And if you didn't get the above options in the NIT Jamshedpur or BIT you can opt for IIITs from Guwahati, Vadodara,Surat,etc.
So, this are my views about your choices

Hey Ayushi, according to previous years' trends and cutoffs, it is somewhat difficult to get into any of the NITs and IIITs for CSE branch. Nevertheless you can wait for actual cutoffs to be out. As per the previous year cutoffs and considering EWS category you have a good chance of getting some sets of medium to lower ranked NITs such as NIT Nagpur, NIT Raipur, NIT Surat, NIT Jaipur,etc for the preferred branch but you will have to wait for some rounds.
You can also get some IIITs such as IIIT Jabalpur, IIIT Nagpur, IIIT gwalior, IIIT Pune,etc .

As per the previous year cutoffs and you are from SC category so you might get some seats from lower ranked NITs and IIITs in the later rounds.
NITs such as NIT Patna, NIT Hamirpur, NIT Durgapur, NIT Uttarakhand, NITs from North-east,etc

College Infrastructure
College infrastructure is overall good as it's just 23 acres but it is well maintained. All the required classes and labs are present in the academic block area. We have a large sports ground for football and cricket also.

College Infrastructure
College infrastructure is quite good there is lot of greenery in our college. Building are a bit old. Rooms are okayish i would say(enough for a person) college is small, it extends upto 30 acres. Overall it is not much bad

College Infrastructure
There are special lab like IOT Lab and VLSI lab present in campus. Campus is wifi enabled also libraries of iiit bhubaneswar has more than 12000 book campus area is decent 21 acers which is good enough to travel fast and rome around campus
