IIITs are part of the institutes of national importance as declared by MHRD. Thus, these institutes usually fetch lower closing rank as compared to other colleges. As we are seeing with past year trends, as the college is becoming better and more established the closing rank is going even lower with the prime example being IIIT Guwahati, which had closing ranks around 30-40k in its first and second year and now it closes around 20k.
Now coming to your question directly, with OBC rank of 28k, your chances of securing IIIT is fairly low, most of the IIITs close around 10-15k OBC rank for all the branches. Thus you should be looking at some other options through other counsellings, positively. I am sorry to tell you but this percentile is a bit low in order to get IIIT Bhubaneswer IT branch. You should thus try for other options. There is only a slight possibility that you may get this branch, whereas other branches you will get for sure, considering your home state category. You may also refer to the college predictor link if you wish to.

The four year BTech CSE course and CSE dual degree have a lot of similarities. Most of the core courses will be common to both of these degrees.
Courses like Data Structures, Algorithms, Basic Programming course, Discrete Structures will be common to both the degrees.

Your rank of 21k in EWS is certainly very low for NIT Warangal, as NITW is one of the best NITs in India and thus closes even below 30k for General. Thus you can very much assume that its EWS closing will be around 15k. Now coming to other IIITs and GFTIs, You might secure a seat in some of the newest IIITs like Una, Kottayam, Agartala, etc. or in some of the GFTIs like Katra, Tezpur, Assam University, etc. I would suggest you take up admission in any other college you are getting and wait for CSAB round as you might be getting some branch or college in special rounds.

Your relative most probably has got the rank around 40k-70k which is not very high. His chances of getting any institute through JoSAA is highly unlikely. It would have been appreciable if you had also mentioned your home state eligibility. As with Home state in some of the states, you might have some chance in any north-eastern NITs. I would highly recommend you to look for some other options like some good private institutions or state counsellings where JEE Mains is accepted.

To take admission into IIITs, you have to take entrance examinations like - JEE Mains, even few State PET examinations dependending on the IIIT. Based on your rank and merit, you will be allotted courses in IIITs. You can take admission into IIITs through JoSAA and CSAB Counselling Procedures.

I would like to tell you that every newer IIIT is better than at least state government's and private college not only in terms of facilities but also in terms of placement, because most of companies head toward iiit after iit and nit. So if you are getting any IIITs grab it without thinking much.

College infrastructure is overall good as it's just 23 acres but it is well maintained. All the required classes and labs are present in the academic block area. We have a large sports ground for football and cricket also.
College infrastructure is quite good there is lot of greenery in our college. Building are a bit old. Rooms are okayish i would say(enough for a person) college is small, it extends upto 30 acres. Overall it is not much bad
There are special lab like IOT Lab and VLSI lab present in campus. Campus is wifi enabled also libraries of iiit bhubaneswar has more than 12000 book campus area is decent 21 acers which is good enough to travel fast and rome around campus
