I am sorry to inform you that with 89 percentile marks in mains your chances for securing a seat in any of the government colleges are very less. Even with the OBC category, you can most certainly forget about getting established NITs, IIITs or even GFTIs like BIT Mesra. I would still advise you to check for the newest of the IIITs which are in the northeast and don't have permanent campuses like Kottayam, Una, Nagpur, Meghalaya, Tripura, etc. You might get a seat in special rounds of CSAB in the newer IIITs if you get lucky. You also have a fair chance in some GFTIs which you might also want to look. I would also suggest you to keep looking for other private colleges or state government colleges and don't just hang all your hopes with special rounds only.

If you are not in any category, you can most certainly forget about getting average IIITs. I would still advise you to check for the newest of the IIITs which are in the northeast and don't have permanent campuses. You might get a seat in special rounds of CSAB in the newer IIITs if you get lucky. You also have a fair chance in some GFTIs which you might also want to look. I would also suggest you to keep looking for other private colleges or state government colleges.

Your percentile is not bad, especially when considering you are also eligible for OBC category. You might get a decent branch even in Tier 2 NITs and some of the good IIITs. Dropping for another year is a very personal decision. You must know yourself if that was your best effort or not. If you feel you can better your performance of this year, then you should definitely take a drop and even try for IITs.
My verdict is if you feel you can better your performance to the level of Tier 1 NITs or IITs, then you can take a drop otherwise all the colleges including Tier 2 NITs or Even average IIITs are more or less same in terms of opportunities.

I am very sorry to inform you that your rank of 27k in sc is not enough to secure a seat in IIIT Kurnool. The courses in IIIT Kurnool are the very in-demand branch, according to last year cutoff trends, CSE closed before even touching 10k SC rank. Even in the special rounds, IIIT is closing way before your CRL.
I would suggest you try for other colleges and via other state-level counsellings too.

According to your rank in jee mains 2019,you have very less chance to get seat in any NIT or IIIT to do Civil engineering course.Your rank should be under 30,000 to get seat in civil engineering.
With this rank in jee mains you wont get well reputed college.Here I am providing you some colleges where you can take admission(Considering your Home State as West Bengal) :

According to your percentile in jee mains your general rank will be close to 1.3 lakh and with this rank you will not able to get seat in any NIT or computer science engineering in IIIT.

I understand IIITs have comparatively higher fees than IITs and NITs. One more disadvantage you can consider is IIITs do not provide fee waiver as expressed by MHRD like NITs and IITs. Same is the case with IIIT Sri City. Fees might be felt too high but the good news is it is one of the institutes of national importance and thus student loans are very easy to take. It provides support for the Vidya Laxmi scheme of the central government. It is also eligible for various state government scholarships which can be availed.
But considering the fee waiver, It does not provide any fee waiver. I am attaching the link to the page in their official website for detailed information.

College infrastructure is overall good as it's just 23 acres but it is well maintained. All the required classes and labs are present in the academic block area. We have a large sports ground for football and cricket also.
College infrastructure is quite good there is lot of greenery in our college. Building are a bit old. Rooms are okayish i would say(enough for a person) college is small, it extends upto 30 acres. Overall it is not much bad
There are special lab like IOT Lab and VLSI lab present in campus. Campus is wifi enabled also libraries of iiit bhubaneswar has more than 12000 book campus area is decent 21 acers which is good enough to travel fast and rome around campus
