Hello dear candidate,
Most of the PSUs will not allow you, a dual degree course, to apply as you do not have a separate B. tech degree
But some PSUs may accept you if your college gives a letter which says your course is equal to a normal B. tech

IIT Dhanbad is definitely better than IIT Bhubaneswar. As far as the overall placement of B. Tech in Electrical engineering is considered, the overall placement percentage is almost 75% for the academic session 2020-21. The highest package offered was 43 LPA CTC given by most of the non- core
